Attorney Joseph Kenneff has been a partner at Goodman & Kenneff since 2010. Prior to his partnership at Goodman & Kenneff, he served as an Assistant Public Defender in Lancaster County. He also spent 2 years as judicial clerk to various Lancaster County Court of Common Pleas Judges, where he drafted numerous judicial opinions regarding Lancaster County DUI’s and other criminal matters. Joe specializes in DUIs, Criminal Defense, Wills, and Probate and Estate Administration. In addition, he currently serves as the solicitor to four zoning hearing boards across Lancaster County: Leacock Township, Providence Township, Mount Joy Borough, and Strasburg Borough. Clients and colleagues around Lancaster County know him simply as Joe Kenneff.
Joe was raised in Lancaster County, graduating from Manheim Central High School. Thereafter, he received his bachelor’s degree from Juniata College and his Juris Doctor degree from Widener School of Law. During his time at Widener, he also interned with Goodman & Kenneff.
Attorney Kenneff has been named a Top 100 trial attorney by National Trial Lawyer. Additionally, he has been named a Top 40 Criminal Defense Attorney Under 40 by the American Society of Legal Advocates, and a Best DWI Attorney in Pennsylvania.
Joe is a member of the National College for DUI Defense, the Pennsylvania Bar Association, the Lancaster County Bar Association and The Pennsylvania Association of Criminal Defense Lawyers.

John A. "Jack" Kenneff, Esquire
Co-Founding Partner
John A. "Jack" Kenneff co-founded Goodman & Kenneff in Millersville in 1986 with his close friend and Dickinson School of Law classmate, Thomas L. Goodman. Together they built a firm devoted to serving Millersville and Lancaster County, a practice that still bears both of their names.
Jack was one of the best-known attorneys in Lancaster County. He served as an Assistant District Attorney and later as First Assistant District Attorney, where colleagues remembered him as part of the county's prosecutorial "dream team" of that era. Later in his career he served as a public defender, representing clients in the Lancaster County courts.
Jack passed away suddenly in March 2008. Tom carried on the firm they founded together and brought Jack's nephew, Joe Kenneff, into the practice, so the Kenneff name continues at the firm Jack helped build. We are proud to carry on the practice that bears his name.
Thomas L. Goodman, Esquire
Founding Partner
Thomas L. Goodman co-founded Goodman & Kenneff in Millersville in 1986 with his close friend and Dickinson School of Law classmate, Jack Kenneff. Born in Columbia and raised in Washington Boro, Tom graduated from Penn Manor High School, earned his degree from the University of Texas, and served in the U.S. Army before beginning his legal career.
Tom was deeply dedicated to his clients and known for blunt, no-nonsense advice that clients respected and loved him for. His work ethic was unmatched. He came into the office even when sick and worked nearly every Saturday, answering the phones himself. He was fiercely loyal to and generous with his law partners and his longtime secretaries, Lugene Eshleman and Tina Weaver.
Tom passed away peacefully on January 18, 2025, at the age of 78. After Jack's passing in 2008, he brought Jack's nephew, Joe Kenneff, into the firm, and the two practiced together for Tom's final 15 years. We are proud to carry on the practice he founded.
